NOTE:  

Active fire protection, which can include manual or automatic fire detection and fire suppression.
Passive fire protection, which includes compartmentalization of the overall building through the use of fire-resistance rated walls and floors. Organization into smaller fire compartments, consisting of one or more rooms or floors, prevents or slows the spread of fire from the room of fire origin to other building spaces, limiting building damage and providing more time to the building occupants for emergency evacuation or to reach an area of refuge.

Health, safety and environment (HSE) Engineer/Officer

Health, safety and the environment are standards that few companies can afford to ignore. Not only do they limit risks and subsequent costs, but they also enhance the corporate image of companies that take them into account. The HSE engineer/officer is therefore essential for companies.

Main duties
  • In charge of the development and maintenance of health, safety and environmental systems
  • Ensure the standards are observed
  • Conduct in-depth statistical analyses

Education

JOB Description of Head of HSE Department:
Job Title            :  HSE Incharge
Department       :  Health, Safety and Environment
Reports To         :  Director Plant Operations
Minimum Qualification Criteria: MSC Environmental Science, MSC Applied Chemistry & Chemical Technology, BE Fire Engineering or HSE Engineer.
Minimum Awareness Certifications: OHSAS 18001, EMS (ISO 14001), ISO 17025, Civil Defence Certifications.

Job Responsibilities: The safety program of Indus Pharma (Pvt) Ltd. is guided by the HSE Head, who is responsible directly to the Director Operations. The HSE Head will give direction when possible. He will also act in an advisory capacity in all matters pertaining to safety and accident prevention, and in guiding management toward adopting appropriate safety policies.

Principle

The HSE Head will also:

Coordinate all accident prevention and loss control activities within the company;
Study safety information available and discuss that which is applicable with those affected;
Keep abreast of all changes of government rules and regulations to inform management of areas of non-compliance and to insure that all safety standards are met;
Attend seminars, schools and meetings for the purpose of benefiting from the exchange of ideas;
Assist in the standardization of first aid and all protective equipment. Provide literature where applicable and demonstrate proper use and maintenance;
Aid supervisors in organizing safety-meeting programs. See that regular safety meetings are conducted and those records of meetings are maintained;
Make safety inspections of job sites, with the Job Superintendent when possible;
Submit a monthly report to management regarding the status of the safety program;
Set up a system of recordkeeping and maintain records as required by local, state, federal and company rules and regulations;
Analyze accident trends or problems and recommend preventative measures to be taken;
Advise and assist in personnel screening procedures such as testing, selection and placement;
Administer drug & alcohol testing programs and hold classes in drug education;
Administer Operator Qualification program.

Significant

Health, safety and environmental (HSE) Head generally plan, coordinate and implement issues and directives within the organization. They ensure safe environmental working conditions for all employees. They work to prevent accidents, infections, injuries and property loss due to natural causes or daily life circumstances.

Authority

The HSE Head conducts risk assessment and risk mitigation measures on-site and before commencement of projects. He also undertakes corrective and preventive measures to ensure a proper environment and health for the organization and its stakeholders. He comes up with proposals for corrective or preventive measures, and investigates, analyzes and reviews accidents or near misses within the organization. To ensure regular emergency response is effective and that managers and employees are prepared at all times, this manager designs and conducts drills, both announced and unannounced. He coordinates HSE subordinate staff working under his command, and ensures that work safety permits are enforced. It is his responsibility to make sure that all employees are properly informed about the working, environmental and safety policies of the organization. He prepares monthly reports and makes presentations regularly to upper management.
